Harvey - Community Leader Award

During the Missouri River Energy Services (MRES) annual meeting, the agency recognized Tim Harvey of Brookings, South Dakota, with the Community Leader Award. This distinguished award was initiated in 2003 and honors local officials from member communities who have actively provided years of service to their communities and public power systems.
“This award recognizes individuals who go above and beyond in support of their communities and public power,” Vernell Roberts, MRES board chair said. “Tim’s decades of leadership, service and commitment to municipal utilities make him truly deserving of this recognition.”
Harvey has served on the Brookings Municipal Utilities Board since 2006, including as board president from May 2018 through May 2025. His tenure reflects strong leadership and a deep understanding of municipal utilities. He has actively supported public power by attending MRES Annual Meetings, Area Meetings and the American Public Power Association Legislative Rally. He has also participated in Brookings Day at the state capitol and other legislative efforts, bringing valuable insight back to the utilities board.
In addition to his utility leadership, Harvey has an extensive history of regional service. He previously served on the City of Redwood Falls, Minnesota Municipal Utilities Board for seven years and held leadership roles in the banking industry, including Past President of First Bank & Trust in White, South Dakota; Past President of MetaBank in Brookings; and Past Vice President of Operations at First Bank & Trust in Brookings.
Harvey has also served on several community boards, including the Brookings Chamber of Commerce, Brookings Economic Development Corporation, Brookings City Home Rule Charter Review Committee and the South Dakota State University Prairie Repertory Theater Board.
